No, it only applies to BOLTERS. Heavy / Storm are not Bolters, and neither is a bolt pistol

Umm if I remember right in the older editions it was used in bolt pistols for chars and used by Assassins with bolt pistols, and in Space Hulk hvy Bolters, Inqisitors use them in bolt pitsols. I just remember that from the past editions is all I got all the rules for them.

No. It does not apply to bolters.
It applies to boltguns. There is no Bolter, not anymore(in game terms anyways).

I know what it means in the fluff; it just means nothing in the rules, that was my point.
Fluff-wise a Boltgun/bolter and a storm bolter both use the exact same ammo, but ruleswise Stormbolters do not get to use any of the special rounds.
