I feel like weither I use paint thinner or rubbing alcohol my pigments are not drying 100%. The problem is they look dry but when i touch them some of the material is smearing. I've had some success and some issues, im currently only using mig pigments. I tried using enamal spray but then some of the turned white, possible it need another coat?

Pigments generally don't dry - they remain as a powder on the surface of the model once your carrier medium (for doing streaks / wash effects) has evaporated. To prevent smearing when touched you need to seal them with a matte spray - use VERY light coats of a good quality varnish. Sounds like your varnish is frosting from your description - could be a problem, but sometimes can be fixed with gloss before matting down again.

I've actually had this problem before and the whitening is from it not being 100% dry, you can also get it if you put to heavy a coat of varnish down, as the top layer dries before the bottom causing the frosting.
Winterdyne pretty much covers what you need to do. I also let models I just used pigmets on dry over night, the carrier medium (alcohol) usually dries way sooner than that but nothing more frustrating that getting that frost affect.

It could have a lot to do with what brand you are using. Other than Games Workshop's line of paints, I believe the most common here is Vallejo brand. Cheaper brands like Tamiya and worse come with a multitude of problems. Try a different brand. Also keep in mind that the pigments in paint will agree more with some thinners than with others. GW Skull White thins excellently with alcohol, but Dark Angles Green's pigments separate from the base and clump up into a nasty soup when I put alcohol in it. EDIT: Many people here con Dakka claim that Windex, or it's generic equivalent, is a cheap thinner alternative that mixes well with most/all GW and Vallejo paints. It's worked great for me.

Weathering powders require some form of sealing, otherwise they rub off quite easily, winterdyne has it spot on with the varnish.
Another heads up, don't varnish when it's damp (i.e raining) it also causes the varnish to fog quite easily.
