So Here is the thing... It is my understanding that GW is moving away from the whole "Allies" thing, and want people to run pure armies.

But what is the stance on multiple "Special Characters" in a vanilla SM army?

Is there a Codex restriction to SM Armies? How is it different than CSM with Noise Marines and Khorne Berzerkers in the same army?

Any thoughts? Comments? Quieries? Questions? Posers? Vexes, or statements?

If you want Khan and Vulkan in your army then you can take them and just say they are different people but you're using their rules to represent them.
For SM though if you want a multi-chapter force you can simply say they are a crusading force.
CSM though... Slannesh and Khorne hate each other but i suppose there are a few times where they have allied with each other.

What about using Allied Blood Angels and Crimson Fists? Or is it limited to only special characters? I am thinking that you would have to go without any "Universal Special Rules?"

You have to use 1 codex for your army. You cannot mix and match unless you are playing a 2 v 2 match or something.
So you cannot use C;BT and C:SM for a 1000 point army but if you played a match where you were fighting alongside a C:BT army and you had C:SM that would be fine.

Ok I think you are getting confused between two distinct issues: multiple special characters in the same army - knock yourself out as long as they are from the same codex. Mixing an army of Blood Angels (C:BA) with Crimson Fists (C:SM) is a big no no unless you want to use one codex and just have models painted differently. You certainly can't pick and choose units from different codexes and combine them. As for CSM do what you want if you want to be unfluffy and mix slanesh and Khorne go for it.

Fluff Wise: Yes marine armies do work together, however it's more on an apocalyptic scale army rather than squad with squads. Characters will work together for a common goal.

One Codex Rule Wise: Perfectly fine, you are free to paint them whatever you want, use converted "count as" models, or paint them up in Chapter Colors and use them however you want

Two or more Codex Rule Wise: BIG NO. Codexes are designed to be self sufficient, and any drawbacks and detriments are only made in context of the codex they come from, not with mix and matching with similar codexes.
