its caused scarification and most most likely done with a scalpel.

to be honest he really doesn't look anything like a dark eldar, and probably doesn't act like one either

You mean theres never a dull moment where he might think that NOW?

. I mean I have nothing against body modification etc but just don't get the forehead nubs/combination of scarring/ tats he went for. But yeah. Nothing like a dark eldar
