If a squad riding a vehicle has a Teleport homer, and then I deepstrike a Terminator squad, can the Terminators use the teleport homer within 6" of the Rhino hull to keep from scattering? Or does the teleport homer squad have to be outside the vehicle?

It works through the vehicles hull. If the signal can penetrate the atmosphere to be locked onto by orbiting ships it can be detected through a vehicles hull.

I would say yes, as it is a passive ability from an item of wargear which would extend from the vehicle's hull, much like a Sanguinary Priest's Blood Chalice.
