The DE codex states it is a special Raider and lists its price, but can it take upgrades such as flicker fields and night shields? I am split on this one as it seems that as a Raider it would be able to but any upgrade options are not listed in its entry.

My thinking is that it is a Radier as normal with the changes listed, including the price. However, I am not certain and know of no precedence to follow on this one.

I just checked Army Builder and it says no.
