alrighty this had came up in a game recently and didnt know how to go about it and wanted to find out what should have been done

now in the game i was playing an eldar force and was giving the harlies a try in my list...so there running around and when i was done moving them they were a few inches away from another one of my units. now its my opponents turn and he starts to shoot a frag missile at a unit that was close to my harlies and had placed the blast temp so that it would also cover the harlies.

now this is where i got easily confused...with veil of tears would my opponent have to roll the 2d6x2 if any of the harlies were under the temp if they originally were not targeted or would he be able to fire as normal

Selecting a target is a very specific thing in the shooting phase. VoT only comes into play if you target the harlequins. Hitting them "by mistake" is perfectly fine as long as it's the other unit that is the target.

As above. The Harlies are NOT the target, therefore VoT is not activated.

Moral of the story: dont run your harlies near to your own units.
