are there any?
they might not look it but helicopters are more maneuverable than most VTOL aircraft im just wondering if any faction employs rotor based aircraft besides the orks

Eldar, Dark Eldar, Tau and sometimes Imperium use anti-grav vehicles which are as maneuverable as Helis.

Imperium doesn't utilise anti-grav vehichles a great deal, Land Speeders and that Ravenwing fellow being the exception.
Normally, the Imperium relies on Valkryies and other equivalent shuttles becuase they have the advantage of travelling out of the atmosphere as well (at least the less armoured ones), making them indispensable to travelling dignitaries and IG deployments. To a PDF force however, some forces would certainly utilise Helicopters or the 40k equivalent, they have no need to travel into the atmosphere (and some aren't capable of it in any case).

I recall in the ultramarine omnibus they had something which resembled a helicoper on Pavonis. Apart from that there is pretty much no mention of them in recent fluff AFAIK. But if your writing something, then there is no reason your planet can't have an equivalent.

Horus Heresy: Nemesis makes numerous referances to 'ornithopters' which i imagine are quite similar to helicopters.
