What is the actual rule for scouts? I just dont really get it.

Assuming you mean the USR Scouts, then you simply make a normal move *after* you have deployed the unit and after all other units on both sides have deployed. this is before the first turn, but "counts as" a turn - meaning you can (usually, DA cannot) Turboboost, move flat out, etc.
