ok so for the starters

1. You have picked up the most useless power for the farseer (believe me I have tried to use it several times), drop the eldritch farseer and five runes to the other one

2. please write the specification of the dragons, (how many in each squad , exarch or no exarch if yes what powers ??), also bear in mind that serpents MUST HAVE weapon upgrade

3. the same with banshees

4. You can not have 2 farseers and autarch (that is 3 hq)

I'm gonna guess that he meant "exarch" and just confused the terms. Otherwise, I second all of your points, Zachar.
@KHorne Flakes - you do need to specify a few things.

Item #6 - 3 troop choices in thin at 2k. Especially fragile eldar troops (even in WaveS) and another on foot. As you re-work the list, try to include a 4th unit.

Probably best to skip RoWitnessing. It statistically increases getting PotW.

While I liked running my exarch, he's too many points, and Tank Hunters with him. Then again, Crack Shot will poke through Smoke ... For sure, drop TH.

as promised my comments

1. to many spears on a council, which means if You charge You have 2A and if You do not kill Your opponent You are dead or in the best way stuck in combat, 1 maybe 2 spears will be enough (give the spear to the farseer as she has 5bs)

2. drop tankhunters

3. 10 jetbikes in one squad is toooooo much, 6 maybe 7 and add a warlock to them with embolden, or with the destructor (which works great for me) and give him singing spear so he could be a threat to a vehicles

4. You have got 1510 points , where is the rest ??

Comments on your Saim Hann list:

The seer council isn't strong enough. Take more warlocks! You want 7 at a minimum, but 8 or 9 is the goal. I assume they all have jetbikes, but you didn't like it. For the extra warlocks, run them without powers to save points. Also, drop the number of spears a bit, you want just enough to reliably pop a transport and then you want your CC attacks maximized with Witchblades. I also completely disagree with Brothererekose about the RoWitnessing. You have to keep Fortune active on this squad 100% of the time. A failed cast means the squad is dead and you just lost the game. Ld10 is fairly reliable, but when you go against another Eldar player with RoWard or a Nid with their anti-psychic defense, you'll need Witnessing.

Fire Dragons should be run without an Exarch (or any of his upgrades). 5 Melta attacks with backup meltabombs is enough to take out any tank, don't waste points on a squad that is going to die very quickly. Also, don't put them in a Falcon. Put them in a WS. Falcons are gunships meant to be in back. FD are meant to charge directly at the scariest tank of your opponents and take it out from point blank distance. The two don't mix.

You have a lot of Jetbikes. I know that's the theme of your army, but they simply aren't that great. I'd suggest dropping some for a classic DA/Storm Guardian in a WS.

Re-write a list and post it again for further comments.

forgot the 4 scatter laser vypers and 2 fire prisms/ night spinners
