Looks pretty standard as far as a Vulkan list goes. The Bikes are an interesting touch, normally people take Attack Bike squads w/ MM over a full bike squad though.

The only thing that I question is the Librarian. In this list he isn't really needed. The terminators already have a ride so GoI is a waste and you aren't taking Null Zone which is the power that would be most useful. Also if you're pairing him up with an assault unit he needs to have TDA and a SS so he doesn't die and cough up his KP so easily. If you aren't running him in TDA w/SS then normally I would expect him to be gating Sternguard around. I would either find points to buff him up to TDA/SS with Null Zone or drop him entirely.

With your list the way it is I would say drop him entirely.

Who is he Gating? Since the termies are in the LRR this seems a waste. Perhaps Null Zone is better?

Given a current meta-focus on "You can never have too much anti-Tank" I'd see about making at least one Pred with LasCans, but that's a minor point given so much melta in the tacticals ... but not very mobile. Is their IG to deal with in your local scene?

Yup. Pretty standard it loks like. I would maybe drop the bike squad to 2 squads of 4. It's to easy to get tarpitted with a squad like that.

If you give a librarian a pyshic power, make it Null Zone. It's such a good power that destroys a lot of armies.

And I would give the preadators a lascannon. An autocannon doesn't really have the fire power needed to be effective with it's points cost.
