I have read post on this topic before but I am still a little confused

Ok, lets say I have a unit of Gray Hunters that get assaulted by some Orks on the bottom of turn 1 and end combat locked, then on my turn I assault the locked Orks with some TWC, now can the Ork playing say that because his Nob in base to base contact with my TWC he can chose to attack them and not the unit he is locked with and have his boyz attack the hunters?

Yes.

Who can fight is worked out after the Assault moves, and the Defender's react moves. You move all units in to combat, then the models tin units contacted but not "personally in base-to base need to try and move into base to base, or within 2" of models who are in base-to base; then you work out which models are capable of making attacks. those models that have the ability to swing at this step will still get to swing even if they are no longer in base-to-base, or within 2" of a model in base-to-base when their initiative step comes around; if those models were in base to base with more than 1 unit, then they can choose which unit to attack(and that choice is made just prior to making the attacks in their initiative step).
