This is a thought experiment more than anything else; how would the ability to declare your own units (barring normal "cannot shoot into assault" restrictions) as eligible targets for shooting make a difference between different armies? At least a few armies would be able to pull off a few "cute" tricks doing this.

Chaos: The most obvious beneficiary. Being able to Lash your own troops might be a potential game-breaker, but it would mean the power becomes more all-comers since you can guarantee having a target for it. It would also make a lot of the more suicidal moves used by Chaos a bit more viable in the long run (Termicide then Lash the Termies back into cover, for example).
Dark Eldar: More Pain Tokens. Nuff said.
Eldar: Eldritch Storm becomes *potentially* useful now, if using Serpents to drop off Dragons or so. Rotate your vehicle so it's no longer exposing its arse to the opponent. Better yet, since you're presumably not shooting the rear of your Serpent, you're immune to the Storm.
Guard: Ever *really* needed to fry an infantry unit fast, and were running Hellhound variants (most likely the Devil Dog). Tankshock an enemy unit, then have your Company Command declare "Bring it Down" on a unit equipped with Flamers. The flamers bounce off your hull while benefitting from rerolls to-wound against the clustered-up infantry in the way.
Nids: I can't think of too much here, except perhaps Doom of Malant'ai being able to snack on a Termagant unit for some extra wounds. *Nom!*

Any other tricks or exploits that were missed, were such a hypothetical rule put in place?

I would say that the only thing that should be able to do it would be a special character effect, one that would fit most suitably with Comissar Chenkov. Otherwise, I don't really see it working, otherwise you could hold up my 250 point unit of Sang. Guard goodness with one 3 point Grot in assault, just so you can blast a Killkannon my way, and I wouldn't be able to do anything about it until I've wiped out the Gretchen.

It would be interesting in a Witch Hunters army. I can see a few times when killilling off one of my own units to stop my oponent from getting kill points, in addition to getting a faith point or two, is a good idea. I would assume with this rule, however, squads nearby the frinedly fired group would have to take a Leadership test to not get shaken up and start routing (or even return fire? That could be interesting.)

This would be a great idea,Maybe a Tyranid MC would have the ability to eat a unit,and for every 3 units it eats,it would roll a d6,on a 4+ it would tack off a wound.

Orks would love that rule because it would let you kill Gretchins. I suppose if you wanted a practical reason for killing the gretchins, you could use them to slingshot your boyz forward by assaulting them, killing them, and consolidating.

I gotta kinda argue against this, cus the situations that you talked about them being useful are supposed to be situations limiting you in the game.

Like moving your units behind a friendly tank and shooting through it. You're not supposed to be shooting through LoS unless you're Hive Guard...

I reckon you should only be able to shot at the your own units as long as you can have the possibly of hitting an enemy unit.

For example;
You cannot have a squad fire at a friendly squad.
But you can have a friendly squad fire at a friendly squad within close combat with an enemy.

The unit must take a Leadership test before firing at/through the friendly unit, and the shooting cannot take place if the unit fails the Leadership test.

For all hits distributed on the enemy unit this way, roll a single six-sided dice and on the result of 1 to 3, the shot has hit a friendly model within the melee.

Blast Weapons would work fine.

This can potentially screw up assault plans... just shoot the forward most model that looks like it will be in assault range.
