What degree of model customization is acceptable in competitive tournament play? Have any rules been set down regarding this?

The "rule of cool" normaly comes into play.
If it looks awesome, then chances are noone will really complain about it - they'll be too busy looking at the model going "ooh"
Most tournaments have unofficial rules regarding modelling for advantage, and some do have specific rules - I think Adepticon has rules regarding models greatly out of proportion.
There arent any general tournament rules, as tournaments are, for the most part, independently run.

As long as it is WYSIWYG, i.e it looks like it's armed with the equipment it has, then model customization should be fine, as long as you don't model it on a bigger base or anything.

If the model isn't functionally altered (i.e. much smaller, much bigger, etc) and is recognizable then you shouldn't have any complaints.
Where the modification impacts the game (e.g. sponson weapons mounted on sub turrets that have greatly improved arcs of sight) then it's a different story.

Thanks, that'z all really helpful - and exactly what I wanted to hear.
So.. If a customized model doesn't benefit from a vast size-change or anything like that, follows WhatYouSeeIsWhatYouGet and it looks rocking it'z perfect. I think customization should be encouraged.
Please implement this line of thinking in your tournaments!

That's pretty much going to be accepted in most any tournament I've heard of. Most painting criteria give bonuses for conversions, and it's always nice to see converted models on the table.
