Say I have a LR with Ragnar inside it and a group of Wolf Guard.

Ragnar has the Insane Bravado rule which is as follows:
"Ragnar is as glory-hungry as the most ferocious Blood Claw and is famous for his acts of insane heroism against the odds. He and any squad he joins must launch an assault if it is possible to do so. However, Ragnar's reckless assaults are the stuff of legend- he and any unit he joins gains +D3 bonus attacks when they launch an assault instead of the usual +1."

So my question is this, If i move the LR 12" and then disembark and then run and that puts me within 6"(aka asssault range) of an enemy model do I get to assault it? Normally you would not be allowed to without fleet but would this rule be an exception?

I don't see any reason why he would. Assuming that you are quoting all the rules correctly he is not granted any permission to assault while not normally able to do so. The "if possible to do so" is there to say - if you would be able to assault a unit then you must assault that unit whether you would want to or not.

No - it is not possible to assault after running, unless you have fleet, so he cannot assault.
