DO you need to buy the forces of books and the big rule book to play , additionaly , i plan on playing cygnar , what do people think is a good place to start?

you dont need the force books, they are all fluff. the only thing you would need them for is the tier lists, but those lists are optional.
you need the rulebook, a tape measure, some counters and a dozen dice, as well as game specific templates.
cygnar battlebox is a solid place to start. add in cygnar favorites like the squire and gun mages.

The Forces books are not required, unless you're intending to play a themed list as that's where they're found. All of a model's individual rules can be found on the card that comes with the model(though make sure you have the current Mk2 cards, and not the older Mk1 versions).
To start playing the game, you don't even necessarily need the Prime Mark 2 rulebook, as you can play a battlebox game with just the free quickstart rules, which can be found here: http://privateerpress.com/warmachine/the-game.
However, once you start branching out into troops and more advanced rules, you definitely will need to pick up the rulebook.
To learn more about Cygnar, I'd suggest two places: The Privateer Press Cygnar "Boot Camp" and the Battle College Cygnar Page.

DO you get the templates with the battbox or not?

I actually liked picking up the book while not needed it has saved me from buying unnecessary units (I have to build on a budget).

Privateer Press makes a nice, fairly inexpensive set of plastic templates. Alternately, there are also templates printed in the back of the main rulebook which you can photocopy and print out if you wanted to save some money.

looks like a solid start to me. if i was starting with that list (looking at 25 pts.) i would either get the UA for the gunmages and a hunter light warjack for them to marshal, or i would look into a heavy hitting melee jack to compliment the ironclad, or a melee unit to counterbalance the gunmages.

So are all the unit rules in the main rule book? Or do they mostly only come on cards in the unit box when you buy it? For example the Ogrun Gunner unit. Rulebook or only on the card or somewhere else? I'm curious as I'm thinking I might start collecting bit by bit with tournament winnings from 40k and I wanted to know the best way to go. I'll probably be picking up the rulebook just for giggles in a bit but am curious as to how deeply I'd have to invest into an off branch game (for me).

the rulebook has a spattering of units, warjacks, casters and solos from each faction, but not everything. each faction books contains the entirety of each faction up to the release of the book.
the ogrun gunner unit is a new unit the will be released after the merc book, so they will be card only, or released in the next WM suppliment called Wrath.

You could also alternately buy the Cygnar Mk2 card deck, which also has all of the model cards except the very most recent releases. Not a bad investment if you plan on picking up some older models on eBay that might not come with the current cards.
And if you're trying to think of what units to buy, while you can't get their exact stats from there you can check out the Battle College to read up on the different models and units available.
BTW you might want to consider getting the Black 13 gun mages over the standard gun mages. They have more utility for whatever caster you decide to play.

So to start and know everything really about my given army I would want the standard rulebook and the card deck for it? When do they generally release the card decks? I wouldn't want to get stuck with last years and have to buy twice this year. Thanks for the answers guys.

The card decks are typically only released after major bouts of errata. They're aimed at people who already own models and need to update their cards to include the current rules. Decks were released after the first balance release (no more multiple wind rushes for Sorscha!), Prime Remix (no more freezing everything for Sorscha!), and Prime Mk. II (Shaking for everyone playing against Sorscha!). Further decks will only be released if there's a fairly massive amount of errata/rebalancing done, which is unlikely especially this close to the Mk II reboot.

the card decks are generally only released when the core rulebook gets updated. if you got the main rulebook and the faction deck you would have a pretty solid understanding of your faction. the only thing you would miss are the fluff sections and some context.
black 13th are very good as well, but i think the gunmages (with UA) with offer more to a beginning player. once he has the ropes down, he can jump into B13 easier.

I agree with everything said in this forum. You don't NEED the faction book, but to me fluff is half the game!
