Leman Russ. More options for weaponry, and Lumbering Behemoth rule. Also better armour.

Firepower=depends, Predator destructor or annihilator? And standard Leman Russ or varient?
Speed= The predator can go farther then the Russ (generally) but the Russ can move slower yet still shoot. So possibly a toss up to me.
Armor= Leman Russ all the way.
Rate of Firepower= probably the predator 3 lass shots is MORE shots then one Leman Russ shell but there is a template in the Russ. But a Predator destructor hands down has a higher ROF.

Russ has better armor.

Firepower depends on what you're trying to do. Predator's better shooting at vehicles and very small units due its accurate direct fire weapons. Most Russ are better at shooting at massed infantry more than anything else. Russ has indisputably better armor and while its top speed is slower it has better ability to fire while moving.

-Firepower: Leman Russ varients in most cases. The only place where the Pred can really outshine it is against heavy armor.
-Speed: Pred for pure speed, Russ allows you to maintain a measure of mobility while keeping up fire support
-Armour: Russ
-Rate of fire: Russ...Punisher + HB sponsons + Hull HB + Pintle weapon = a rediculous amount of dice for one vehicle. With good scatter and the right situation, a russ with executioner and plasma sponsons can be almost as nasty.

The Leman Russ is the better all around vehicle, better armor, more weapon options, and carries more guns, and can move and fire better, although the Predator is better in a purely long range AT role and has a higher average top end speed.
However, the reason why the SM's use the Predator is that it is faster, and is a relatively easy conversion based on the same hull as all of their other vehicles, and only uses weapons that are in relatively common supply for SM forces (such as autocannons, lascannons and heavy bolters, unlike Battlecannons or Eradicator cannons or the like). Also, a Leman Russ is a *very* cramped vehicle for normal humans, an 8ft tall barrel chested superhuman, much less one in power armor, and even less so a full crew of them are going to have a rather difficult time fitting inside. For SM's, the Predator really is just a mobile heavy weapons platform. It's an APC with a turret stuck on it and some extra armor plates. Their infantry are really what do the work, they just need a rapidly redeployable platform for the heavy weapons. With the IG, the tanks do a lot more and need to fill far more roles.

Russ is a pile of guns encased in happy slabs of armour
Pred is an apc with a turret tacked and some extra frontal armour tacked on.
I wouldn't mind trading in the preds for russes, or at least some extra options.

Something else that is overlooked is price. A pred. that pumps out 8 shots up to 36" and 48" is only 85 points, pretty sweet for killing transports and infantry for the points.

And also has BS 4 not BS 3 so will hit with more of its shooting.
You can nearly have 2 predators for the price of 1 basic Leman Russ

We love what we love. Reason does not enter into it. In many ways, unwise love is the truest love. Anyone can love a thing because. That's as easy as putting a penny in your pocket. But to love something despite. To know the flaws and love them too. That is rare and pure and perfect.

Yeah, a "cost effective" catagory would have been more useful for comparison than rate of fire, which you should be taking into consideration for "firepower"

I think the Russ is better overall. Its more survivable, has more options, and its main battle cannon is more powerful for most of the variants. The only thing the pred has over the Russ is price. But I would personally prefer one better tank, over two cheaper worse tanks.
I think the reason SM have different tanks from the IG is because of the "elite" status of the space marines. It would be weird if the super soldiers of the Imperium were walking around with the same tanks as the "crappy" Imperial Guard.
