Ok so ive been looking for an answer to this question in the book but,cant find anything concrete. Ive only been playing for about 6months so bear with me.
Say I want to shoot with my ig catachans can I measure the 24 inches for there lasguns and change my mind and do rapid fire if there within 12? Or do I need to annouce what shot before I measure? Or say I wanna rapid fire and there outta range, can I switch to regular shot?

I believe with this you would just declare that they are shooting target unit, then measure. Then you would apply whatever you are in range for. So if you are within 12 rapid fire, otherwise single shots.

melchoir is correct; with rapid fire weapons there is no declaration of firing modes; you simply see what range you are at and fire that number of shots. If you move you cannot fire beyond 12"(unless you are relentless or have some similar rule).

Whenever someone tells you this, politely ask them to show you the rule in the rulebook. If they cant, chances are they are mistaken.

There is no such thing as rapid firing a weapon, just like there is no rending a weapon. You fire a weapon, if it has a special rule that comes into affect, such as rapid fire within 12 inches, or rolling 6's for rend, then those rules apply.

Yeah, you may also have models in the unit that are out for rapid fire and will have to fire one shot (if they didn't move or relentless...). If you had to declare rapid fireing you couldn't do that.

Yes you can. They are out side of rapid fire range but they can still fire their single shot so long as they didnt move or have relentless.
