I want to start DE and I really want to build some wracks (loads of them)
are they a troops choise

I'm fairly well versed in Dark Elves but I do not recall Wracks being a Core unit choice. I know we have Spearmen, Crossbowmen, Corsairs, Dark Riders, and Harpies... but what are these Wracks you speak of? You may want to pick up an Army Book.

Not normally, but they can be "unlocked" as a troops choice through certain selections in the HQ section.

Take a look at the Codex in-store or online somewhere. That way you get a general idea of the army before you make any purchases.

Wracks are an Elite choice in the Dark Eldar codex. If you take a Haemonculus (or 3!) in one HQ slot then they become troops. They are nice because though they only have a 6+ save, they are T4 and start with a pain token so they get FNP. They also have 2 poisoned 4+ CCW. If you have a Haemy start the game attached to them then they get Furious Charge as well as the possible inclusion of a Liquifier. Liquifiers can also be taken by their sergeant thing (Archothyst). A Liquifier is a S4 AP- D6 Template weapon that has a 50% chance of melting through MEQ armor.

Slight correction to the above.
A Wrack squad can take one Liquifier Gun for every five models in the squad. The Acothyst cannot take one.
