I've started a new IG army which I'm going to use both Catachan and Cadian parts as well as Space Marine Scouts as HQ options. Is this feasible or not? I'm so confused....

You could model them as scouts, but apart from that I wouldn't do it. You have to choose all your options from one codex.

If you're only using the parts then it's fine as long as you use the rules from the IG book. Although themewise the scouts could understandably be used as Veterans/Command squad vets.

If you make a formation/data sheet thingy using scouts as the command unit... yeah probably Apocalypse is pretty lax in terms of stuff like that...
