I was just curious if I charge with my ogres a unit of Night Goblin Archers. And I am 12 inches away they would only suffer a -1 to hit for stand and shooting and a -1 to hit for firing at long range?

If I am at 8 inches would they only suffer a -1?

Usually the only modifiers that don't stack are from cover, at which point the best you can have is a bonus for hard cover.
Havcing a bonus for two or more sources cover forces you to choose the best, so if one is hard cover you get hard cover, if all are soft cover you get soft cover.
