You should strive to help discourage list tailoring and other such unsportsman-like behavior though more direct means. We used to have a guy who would heavily list tailor, and then I started throwing him curve-balls; an all foot IG list, all of a sudden dusting off my Daemonhunters and busting those out on him from nowhere, and so on.
A good start for yourself would be to post two lists diametrically opposed in what their 'hard counter' would be, pick one and tweak it based upon it's reception, and then play that.
Also, the problem with relying on "secret tactics" is that you'll get the drop on your opponent that one game, but it doesn't make you a better player because he'll be prepared for it next time.
But that's just my opinion.
I never have this problem but that's just because I always hesitate to put my lists up. It came to mind when some people I know where having this problem. That's an interesting idea though about the "hard counter" and a little sneaky by itself

.
As far as the secret tactics, I rarely if ever, use the same list unless it is exceptional.

Seems a little impractical, unless you were able to get people to join a
PM-ing group devoted to helping each other secretly developing their lists and tactics.
