I heard that no one really uses Storm Troopers, why is that? And I didn't find anything about Kasrkin squads in the codex, so what are their stats? same as Storm Troopers??

Fluffwise, Kasrkin are specifically Cadian Grenadiers - they are not a part of the same organisation as the actual StormTroopers units, being recruited from the Cadian armed forces - Actual Stormtroopers are taken from the Schola Progenium - where Commissars also come from.

Game rule-wise, they are identical to Stormtroopers.

Kasrkins did have their own rules back when the Eye of Terror Codex was still valid. However they were almost identical to that of the Stormtroopers. They were largely regarded as "modern" versions of the old Stormtroopers, and for a time being were advertised as such (the "true" stormtrooper models were unavailable before).
