Is there any non C:SM list thats easy on the wallet(I understand I'll be blowing money on this, but hey saving my wallet a bills would be nice)
EDIT: I don't have a problem with MEQ or even noncodex marines

The sad thing is that the IG footsloggers aren't that cheap...you can fit in 6 vets + a CSS in 1k.

Necrons are rather cheap, but maybe not the shrapest tool in the shed, if you get my drift...
Foot slogging DE can work pretty well with portals and FNP.
So can Daemons, and they are pretty cheap too.

Edit: Deathwing is a little cheaper, not much, so it looks like ill be blowing 300 ish dollars

Daemons are expensive or cheap, depending on if you use plastic or metal models. Yes Bloodcrushers are expensive; but the plastic ones are much cheaper than the old metal ones, and you don't need many!

I cheated with my daemons. I wanted Plaguebearers (Metal), Daemon Princes (Plastic but pricey), Heralds on Chariots (non-existent) and lots of Fiends (metal and expensive). So, I went for a cheap-ass counts-as army masquerading as a beastmen-themed army. Plastic Gors as Plaguebearers, Plastic Minotaurs as Daemon Princes, converted Gors on Cold-Ones as Fiends, and Beastmen Chariots with Screamers as Heralds on Chariots (most expensive bit, and the only metal bit).

With hindsight, I would have used Centigor as fiends - the Gors on Cold Ones look better, but making 18 was an enormous pain in the arse. Lots of dremel plastic removing, and sculpting over the gaps. I'm sure I could have done the chariots much more cheaply too, but Screamer-Pulled flying chariots are too awesome to pass up. Completed the entire army start to finish in a month.

Sure, it requires a quick explaination to any potential opponent, but as there's only 5 different model types in the army and hence only 5 sets of abilities to remember (Herald, Daemon Prince, Fiend, Fiend with Unholy Might, Plaguebearer) and all four units have different unit types (Jetbike, Monsterous Creature, Infantry, Beasts) no one has ever had a problem (The army list also has a picture of the unit next to each entry). And I have a 'Best Army' trophy from a tournament for it to boot

So get creative. It gives you an opportunity to make a unique army AND save money. Chaos Marines on Bloodcrushers in a mass-Thunderwolf traitor Space Wolves army. Plastic Chaos Warhounds as Flesh Hounds. Get Black Reach models to make a cheap all-Terminator Deathwing or Black Templar list. Mix Skeletons and Zombie bits with Marines to make an undead marine list (and double the number of marines you can make per box to boot). Make a Dante-Sanguinary Guard list (which is super low model count, and all plastic). The world is yours!

You can build orks pretty cheaply. There are lots of AoBR sets out there, and you can assemble some boys.

To make your truuks/battlewagons go to garage sales and buy used kids toy trucks. Orkify them by painting them red with lots of glyphs.

To make lootas, take regular ork boys and give them big, unruly guns created from bits of sprues with bits of putty inside.

Of all the armies in the game, orks is the best for making on the cheap, as you can custom builld everything and it looks like it fits.

Space Marines without vehicles aren't too bad. CSM were so cheap (built my brother a 1500 point footslogging Dual Lash for around $300-350 max).

I can't believe Necrons were mentioned. $300 for Destroyers, $124 for Monoliths...and those are some of the cheaper non-Warrior units. After that you get Pariahs ($14 a piece), Wraiths ($20 a piece), or Immortals ($14 a piece).

Necrons beyond Destroyer spam get very expensive. Fast.

Necrons on Ebay are dirt cheap. I saw an auction go by last week with 2 monoliths, 40 warriors and some other bits for $70.

out of print destroyers are very cheap, (which i would destroyer spam) but ya monoliths can get bad

So now i have no fears about painting them purple

As for deamons they can be hugely expensive. It's better now they're being made into plastic but it'd be very hard to make a good cheap army.

Another Ork idea I had the other day. Take terminators from the AoBR set. Noone really wants the PF/SB version, so you can trade for them cheaply.

* Cut off the head and glue a nob head on them.
* Cut off the powerfist, use sprues ends to make a claw, finish with putty.
* Modify the storm bolter with putty or attach another gun to them, spare autocannons, whatever. With orks anything can be a shoota.
* Paint the model in deathwing colors, then make it look looted (add blue glyphs, etc)
* Modify the pose in the legs to look more orky.

Ta-dah! You made a mega-nob out of models noone wanted any more.

Dark Angels deathwing is cheap because of the AoBR Terminators. Land Raiders can be pricey, but they are also a lot of points so it sorta balances out. If you can get bits (like a ravenwing upgrade sprue, for example), you can convert those AoBR Terminators with cyclone racks or assault cannons. You can also buy thunderhammers/storm shield or lightning claw sprues on Ebay to upgrade them to assault terminators. You'd have to convert Belial out of an AoBR Terminator Sgt., but that isn't too hard. As a plug for my FLGS, they sell AoBR Terminators on Ebay under the name "rabidgamers" for $14-18.
So, basically:

AoBR Terminators x6: 6*$16= $96
TH/SS Sprues x2: 2*$17 = $34
Ravenwing Sprues x2: 2*$10= $20
Land Raider Crusader x1: 1*62= $62 (Assuming you pay full price)

Thats $212 dollars for the army. Ravenwing sprues and TH/SS sprues vary but I'm assuming that if cost is a high priority that you're not buying directly from GW. You might want to throw in an extra Land Raider or LRC to optimize the list, but you can run a decent list cheaper than a lot of armies (coughcoughGUARDcoughcough).

A Loganwing count-as can also work. You can use the Redeemer variant of the Crusader and use the assault cannons and Hunter killers to upgrade your wolf guard termies. Carve out some blades and stick em on the back of the pfs and you got lightning claws. You can then either buy Logan himself, or convert a "count as" model out of the AoBR captain.

An above poster mentioned their brother made a 1500pt csm force for $300-350

I put together two land raiders (already had a third) three squads of wolf guard TDA, njal and logan

for just over $320 AUD/USD (comparable, including shipping purchased online from usa, ebay store.)

keep in mind i already had one landraider and I run Njal as Rune Priest not as a special character, list is 2k.

Maybe not for everyone, but I love it.

Keep in mind your prices are gonna vary a fair bit depending on where you buy from, I'd say you could make a fair few 2k lists for jsut over $300.

With Grey Knights coming out, you might be able to put together some kind of list with a couple boxes of termies, a HQ and a couple of LRs/Dreads for under $300.

I'd vote for orks, as well. AoBR boys are pretty cheap and can be found en masse on Ebay. I've even come across some pretty sweet deals on regular boys in blocks of 40, still on the sprue, so you can field shootas and pad your bits box for conversions. One Nob box will give you a wealth of bits, beyond the models you actually build from it. Walkers and vehicles are much easier to convert from cheap second hand models and/or build up from scratch (PVC pipe or paint pot kans, anyone?). Older, OOP grot mobs frequently go up for bid in huge, cheap lots, as well.

You can go horde, relying on cheap troop models or you can go mek/mech/KoS, relying on scratchbuilding to keep costs down.
