Like you said, if you're going with just the base Captain in this list, you might want to consider a Librarian instead. Even without an Epistolary, they're very powerful still, and add a lot of other elements to the game.
As for which powers to take, Avenger is probably one of the better shooting attacks he can have. You don't have a lot of
AP 2 or 1 fire power, so Null Zone would probably not be as good a choice as it tends to be. In this case, I would say Might of the Ancients would probably be your next best choice. Against Mech Guard, you'll easily wound their infantry and destroy their vehicles, and against
MEQ, well... you can pretty much do the same to them as well.

Great start to your basic Troop choices. I take it that you intend to Combat Squad, and separate the Heavy Weapon from the Specialists and Sgt's. (My personal favorite strategy

). If you know you're facing
MEQ's, I would consider getting a Power Weapon at the very least. Against
GEQ's, you can get away without one, but not so much against
MEQ players. Putting the 15 free points you have into a Power Weapon would be a viable choice, or a Lascannon and an additional Meltagun would be a good choice as well.

I personally like the
CCW on Dreadnoughts a lot. A Power Fist striking at
Init 4 would ward off many squads from getting too close to it. I would take a Plasma Cannon, and replace the Storm Bolter with a Heavy Flamer. The points add up to 125 also, but now you're capable of long range Anti-Infantry and are decently proficient in
CC.

Classic Dakka Pred. Good choice, just try to remember to keep it somewhere where it can see most of the board.
All in all, it's not a bad list. At 750 points, it's not as easy to make lists good at being an All Comers List, but with what you have, it should put up a decent game. Good luck!
