The title pretty much explains the purpose of discussion for this thread, I need help deciding which character to throw into my 2,000pt army. Open to all suggestions, I am trying to keep this a force able to counter all types of enemies

It totally depends on your list. However both a special characters which you normally build your list around, not throw them as you final unit to get you to 2000pts. Logan moves Wolf Guard to troops and given that's a fairly major change he is normally seen in a list based around this concept.

Ragnar is just a close combat beatstick, so doesn't require that you build your list around him to the same extent, but is usually seen in a big unit of Grey Hunters or possible WG coming out of a Land Raider. Unless you actually have an obvious place to fit these guys there are plenty of other options available to you (even only looking a HQ choices).

I personally have Grimnar because I have a lot of wolf guard, he also has the high king and some other rule which helps.
I've never used Blackmane but I think he mostly just fights stuff and wins

Logan, he has 5 base attacks and can give prefered enemy, tank hunter, or relentless per turn. I used him once to beat LYSANDER, and lysander is no joke.
