Would a Predator with all lascannons, or a devastator squad with 2missile launchers and 2lascannons be better at taking out AV14 tanks?

Predator. Missiles need 6's to glance. But seriously melta is the way to go vs vehicles.

Yeah, a las cannon, while awesome looking and far reaching, needs a 6 to penetrate AV14, which will drive you crazy as your awesome looking Predator fails to destroy it's target.
Melta, on attack bikes or speeders, is preferable, but not one of your two choices.

I love them, and you can add a heavy flamer for flexibility for only ten points
They can deepstrike, jump over buildings, move flat out...

id check your codex...but the land speeder storm is open topped and can transport scouts. id personally take a regular landspeeder with a multi melta and a heavy flamer. besides not being open topped the regular land speeder is at BS4 while the speeder storm is BS3

melta in general is really good...id suggest you read the melta rule in the BRB. the rule states that any weapon with this rule in 1/2 its range adds an additional d6 to armor penetration.
so a land speeder with a multi melta (which has a range of 24") that is 12" away from a land raider rolls 2d6+8 for armor penetration instead of 1d6+8...also since its ap1 you add +1 to the damage chart result. with just that you can easily take out a land raider without any effort put into it

2D6 translates to an average result of 7, so it's pretty much a guarenteed pen on any vehicle. the +1 on the damage table also ensures that the vehicle will have more than just a paint scratch in it.

any weapon with the melta rule lets you roll 2 dice for armor penetration when fired at half its maximum range--so you can shoot a multimelta at a tank from 12" away and it gets you Str 8 plus 2d6 to get through armor. On top of that AP1 gives you a plus one on your vehicle damage roll. A more complete description is on page 32 of the rule book edit:NINJAS!!

It can be, but it is dangerouts and requires you opponent leave holes for you in his deployment. Since a MM speeder can usually punch through front armor on most vehicles it is best to keep them in your regular deployment and turbo boost them turn one. This way they will be on the board turn 2 (They will have cover from enemy shooting and you did take more than one didn't you?) If the enemy has 1st turn and puts units center field, You can make use of them from turn one. Reserved speeders come in turn 2 at the earliest.

I drop pod my Black Reach dread close to any enemy armor. Then my chainfist armed Terminators are dropped in close to the drop pod with a locater beacon, right next to my dread. Assault it or not, that tank is usually screwed.
