So my group of friends and I all started playing 40k together for the first time last month.
I picked Orks, they picked Eldar, Necrons, and Space Marines.
We are playing 500pt games to learn the system and get used to the mechanics
So far, the Necrons are undefeated in three games and one 250 pt skirmish, two against Space Marines, and one against the Eldar and the skirmish against the Orks.
The wins were very uneven, with the Necrons more or less wiping the floor with both opponents.
No real strategy was used by the Necron player, as he just moved forward and fired every round he was in range to fire.
His army consisted of a Lord with Resurrection Orb and two units of warriors.
He didn't bother to use cover, because his armor saves are better.
He could rez his units on a 4+ with the Orb.
Next game, I'll be fighting the Necrons with my Orks and I'm wondering if I have a chance, or if Necrons are really just that tough?
My Army is simply, Mek with KFF, two units of Slugga Boyz and a unit of 5 Lootas.

That's really surprising. Generally Necrons are the worst army at 500 points. Also all the Orb does is let him still get the We'll Be Back roll if they get killed by an attack that allows no armour save in close combat or an instant death weapon.
I've seen and even versed the same list you've mentioned (as really they can't do anything else at 500 points). With Power Weapons they will generally be gone by turn 3 or 4. But without them they can actually hold on for a bit.

Necrons should be one of the weakest armies at 500pts IMHO.
Conversely, Orks should be strongest.
There is only one possible build for Necrons at 500pts (Lord, 2x Warriors) and this lacks numbers, firepower, manoeuvrability, close combat ability and range.
Orks on the other hand can bring a copious amount of boys at 500pts, against which the opposition shouldn't have enough firepower to defeat.
The Necrons only have a range of 24". This means they can be out-manoeuvred, out-gunned or quickly engaged in close combat. Not to mention that he's not using cover!

Yeah, the Eldar vs. Necron fight was all shooting, and he didn't loose maybe, three or four warriors the whole game.
The Space Marines had a single power weapon, and he was dropping the warriors like flies, but they just kept rezzing.
I'm certain to have both my units of Boyz lead by a Nob with power klaw, but that's only two PW.
The damn rez just seems so bad ass. 4+? that's half the time!

Maybe try using the Lootas as Burnas if you can.
Yes I've had the fun of a single power weapon fighting crons within 6" of that orb. Kill 4, 3 get back up.
Just be thankful he couldn't fit in the cloak as well, that's some fun to deal with later (They rez, then fly away to the other side of the board...).
Also keep in mind that the Necrons can only come back if they are in range of a unit of the same type as them. If you somehow manage to split his forces and wipe out a squad it might not get to come back at all. Another fun thing is that they join that squad. After a while it may just be one blob with a lord, defeat it in combat and sweeping advance and the army is gone.

I can field that.
Why the Kans vs. the Lootas?
I guess I have no need for the Lootas since he can't field armor.
The Kans will probably draw a lot of fire though, is that the point of them?
I just finished Magnetizing them, so I'm excited to field them.

If you're playing with the regular force chart, the Necrons should be struggling. I'd recommend one troop, one HQ and one othe choice for s small points game. At 750-1000, you can return to the troop chart.
Of course, he may be a skilled gamer is all!

At 500pts necrons are in a rough position with only 1 possible list there are no tricks up their sleeves
At such a small point value WBB rolls make or break a game if he rolls good its really hard to win
A good hard hitting cc army will be a nightmare for him though, just hug cover and try to avoid being rapid fired at all costs
Orks are a good match for almost any army in small points games

Get something that can get into combat fast, win combat (and force enough casualties to make sure he has a huge modifier) and catch his unit on the retreat. No WBBs allowed.
Killing 15 models should be easy. Just use the above strategy on both of his troop choices at once, and if you manage to kill about half of each, they should be running. If you catch one on the run, he's pretty much done at this point. Only a fair bit of mop up left in subsequent turns. Catch both or if the two units are far apart from eachother, he's done for.
