Looks nice. A full squad with a haywire launcher would be prettiy deadly to vehicles within 36". Maybe stick on cynosure and it would be worrying to my russes. Don't really know much about eldar but at least it wouldn't need a transport to be effective. Is 200pts a lot for this kind of thing?

Asthetic wise, they're now the coolest looking aspect out there. Gameplay wise, they are extremely dynamic with the ghostlight rule, either acting like a sniper unit, or can split there shots at closer ranges. They do seem overpowered though.
I want them.

Experimental rules are always overpowered. Then they list to the whinning about how overpowered they are and adjust them for the books. Look at what happened with the Achillies. (Ok whinning is a bit strong. Lets say criticism)

The Models are very sexy. I am a little wary with only a 12" range for their normal shots.... If the squad took a single round of shooting even from a single enemy unit, their effectiveness could drasticaly diminish. I personaly would prefer a Fire Prism over them. Then again, the Ghostlight is amazing! 1 S10 Lance shot spells doom to enemy armor.
The idea of having a unit of them on the table just for the sheer awesomeness of the models themselves constitutes me purchasing them and using them out.

The squad's potential mainly lies in the Ghostlight ability. A full squad or an exarch with 3 other members can scrap a land raider from halfway across the board. Their other perk is terminator hunting. However with the less than long reach of their guns, if they do elect to DS and get in close and personal, the Withdrawl power is a necessity.
Two loadouts I can see:
DS squad with max members, exarch with Withdrawl and Haywire Launcher. Fries tanks and kills terminators easily, and can escape if anyone tries to tarpit them.
Standard squad with max members, Exarch with Lance and Cynosure. Long range tank sniping.
Both squads comes to 212 points. For that many points though, I'd probably take Fire Dragons in Wave serpents.

I don't think they are OP. I think they are *much* worse than Warp hunter.
They suffer from one huge drawback, even worse than Dark Reapers. They are 35pts models with 3T and 4+. How hard is it to take them out?
They may have jetpacks, but also they are the highest model which can have one. It definitely depends on your terrain how effective they really are. Plus it's 187points total for one shot.
Getting haywire means they are no longer S10 60" but S9 48" with additional 36". One casualty will make very low range AP.
Definitely cool models and great in friendly games. Even if they could be taken in tournament's I think nobody would bring them anyway.

The Warp Hunter kinda got most of the OP'ness while the Spectres got more of the nerf. Just read through the rules of the former and it has alot of extra crap going for it for a measly 10 point inscrease up from the Fire Prism. Spectres, on the other hand, will probably only make back their points against Mech Guard fielding alot of Russes, or Sniping a land raider.
And the 185 point base is pretty much manditory. You need every single squad member to actually make them effective.
