I only recently started playing 40k and I still don't have a list. I started with the black reach set and my friend just arranged his army to fit around that when I played with him. It's been a while since I've even played but my friend told me to make a 1500 point list since he gave me some of his older space marines that he doesn't use anymore. Can anyone help me figure out how to even make a list? I really have no idea what I'm doing here.

So, you're a space marine player, right?
What I'd do is to take a look at the tactics and army lists forum for example of what space marine lists should look like. Once you have an idea what you're looking for, then post it up and people will help you refine it.
Once you have a list you're going for, it helps you decide what to buy and paint. In the meantime, you probably won't be hurt by making more tac marines with bolters. You're going to need them eventually anyways...

To make a "list" you need the Codex for the army in which you desire to play, since it seems you have marines, then either Blood Angels, Dark angels, Black Templar, Space wolves, or codex Space marines ( id suggest using the last) is where you need to find the points cost to build a list, and decide what you would want to do and which models you wish to buy.
Keep in mind to play a Legal (standard anyhow) List, you must use the Fore Orginization in your codex, which seems the same.
1 HQ and 2 Troops -have- to be feilded. Then you can field one more HQ, up to 4 more Troops, up to 3 Fast, Heavy, and elite slots. Special characters can change how this is, but definitly check out the codex for options in which you wish to use and play

FYI, points costs can be found at the back of the book in the army list section.

The point costs should be in the latter part of the book, behind the colored pages. I think it's labeled as the Army List section. There you will find the point cost (listed beside the name of the unit) and associated upgrades you can buy for the unit (and their point costs too).
