I'm starting WotR and decided to run an Angmar spirit army because I love the fluff of Angmar and it's freaking ghosts!
Current list as it stands is:
Spirit Legions of Angmar Battlehost

The Dwimmerlaik
125 Points
The Tainted
125 Points
4xCompanies of Ghostly Legion
Banner Bearer, Captain
325 Points
2xCompains of Spectral Hosts
160 Points
2xCompains of Spectral Hosts

Court of the Fallen Kings

Gulavhar, The Terror of Arnor

1490 Points
So everything except Gulavhar is immune to the Shades, gets +1S if within 12" of the Dwimmerlaik, and +1D is 12" of the Tainted.
Thoughts or tips? I have read fellblade's excellent thread on WotR.

I would chop one of the companies out of the Ghostly Legion. The lack of any way to include epic heroes is a serious detraction from their usefulness. I wouldn't go above the bare minimum for them. Seriously. Likewise drop the banner and captain. This is what I would call a "loss lead" part of the battlehost. Something that sucks that you have to include. Keep your lose with this minimal by taking the bare minimum.
Because of above, spectral hosts are going to be your main bread and butter for this battlehost. They too are expensive, but at least you get more bang for your proverbial buck with them than you do with ghostly legions, thats for sure.
I prefer 2 formations with three companies each as a bare minimum base.
Court of the fallen king, while slow as molasses, can be quite good. They make a great anchor unit.
Ghostly Riders (while really awesome looking) should be avoided.
Gulavhar I am on the fence with. he isn't bad... but... something tells me you might want something different perhaps.
Since this is a very fluffy army, and arguably the weakest WotR entry (made better with the battlehost but still not up to the par of some other lists) you may want to consider using some of those alliance percentages to go into this list and still keep it fluffy.
Suggestions I would make might be more spectral host companies, Nazgul on fellbeast for mobile magic use, perhaps even The Necromancer (though this is stretching it just a bit. I use the mounted Witchking of Angmar Pellinor model as a proxy for the Necromancer so I can use the rules but keep with the theme of the battlehost better).
With all that said, you are going to have a steep learning curve using Angmar. They re not easy to win with, but when you do win it is very satisfying to know you won a game using a list that is not the most optimal.
Its a workable list as it is right now, but you will find over the course of your games that very fine tuning will be necessary. Its a touchy touchy list.

Thanks for the reply.
What's wrong with Ghostly Riders? I guess their damage output is not great, but they seem pretty resilient.
Doesn't the Ghostly Legion need a captain to try to At the Double?

Ghostly riders are even worse than ghostly legion. They are in fact half as resilient as ghostly legion. They have a high maneuverability and thats it. They stink to high heaven, to put it bluntly.
Ghostly legion do not need a captain, nor do they need a banner or musician. They need to be three companies large and 1 formation. Adding anything to them is a large waste.
This isnt like other WotR armies. They look good on paper but die rather quickly. adding more points to them is just silly.

It turns out that I can only use 1k points for what I want to do(GW staff challenge, lolz). So this is the list I'm considering:

925 Points, so I have a few points to throw around. Thoughts? I was thinking of some fast unit. Like maybe two Giant Spider companies from the Mines of Moria for 70 points.

Here is what I would do:
The Tainted

1005 points if they will let you fudge 5 points.
If not, then I would try:

Justification:
Druzhag is AWESOME in low point games. I recommend Giant Spiders or Wargs when summoning. This gives you more option for Druzhag or the Tainted to move to if need be and gives you up to 350 points of extra companies over the course of the game if you are lucky. Like I said, druzhag is quite awesome and borderline broken when played well. (definitely broken with a crown of carn dum at low point games, so avoid this combo until closer to 2K). This doesnt even mention the sweet magic spheres he has access to. Ruin is great, wilderness isnt bad either.
The siege bow gives you more threat range and is a really good bit of artillery (decent strength, great range).
The spider broodling swarm is there just for threat range too since it has ambushers. Not a great formation, but is just meant to harass before it dies through rear or flanking attacks.
I think Gulavhar is really expensive in 1K, but given the options you have with Angmar, he may have to do.

Well, I've played a few games and managed to beat 2 of the 3 staff.
Things learned:
-Spectral Hosts are freaking expensive, despite their nifty special rules. Khazad Guard+Gimli's Epic Ramrage="Yeah, I've got nothing in my list that can take that."
-Wings of Terror rocks!
-Hate freaking shooty elves. One of the staffers was running practically nothing but archer galadrim, Thranduil and Haldir. Freaking dual epic shot at 1k.
-Gulavhar might be pricey, but he can wreak infantry face when he wants too(apparently he didn't want to that time he charged the dwarf rangers w/bows; he died like a punk.  ).
The last staffer is the manager though and he favors two armies either an all cav Haradrim list that runs around and shoots people(and might even include a mumak) or an Elf list that uses Elrond and someone else with the Lore of Command to play Vampire Counts with and just bring back anything you kill.
I thinking of this list:
