Ok so we know that following about boarding planks
A) Boarding plank will allow a single embarked ork on a vehicle to make its' CC attacks against vehicles (Ork Codex: page 93)
B) Walkers are Vehicles ( BRB: Page 72, first sentence)
C) Walkers can't strike back against Boarding Plank attacks

--b) agreed by INAT ( page 80 http://www.dakkadakka.com/dakkaforum/posts/list/320948.page)
My question is, "If a Walker is locked in CC and a vehicle with boarding plank can get within 2" can an embarked unit still carry out its boarding plank attack?"

Yes, as long as the boarding plank has no requirement that you attack an unengaged model

Spet - it doesnt need to contain specific permission to attack units in Close Combat, as you are only restricted from shooting into close combat

I'd say the question is still open to whether or not Walkers can strike back. The IACT FAQ is at least some justification but the other forum thread is of little help.
Here is how I would play it...
#1 Put the single embarked ork in base to base with walker along with any other units assaulting the walker.
#2 Proceed through normal assault phase, if the embarked ork takes a wound(s) allocate to the whole squad as normal (yes the whole squad and the single ork are embarked in a transport).
#3 Remove the embarked ork from base to base as he is still in the trukk.

The question really isn't open about whether the walker can strike back. Nothing in the rules permits it to do so.
1. Nothing in the rules says to disembark the Ork. In fact, doing so would be a violation of the normal rules for embarkation and disembarkation.

The walker CANNOT strike back.
There is no model in btb; therefore the walker cannot attack
The walker is not engaged in combat with the unit, therefore it cannot attack
It is very clear as there is no way the walker satisfies ANY of the rules *required* for it to be able to attack.

And the your forgeting the most important part, Nos... The Boarding Plank ONLY gives permission to the ork occupant to make it's close combat attacks. Permission was not given to the vehicle to strike back.
Otherwise it would have been worded that the ork goes through an assault, or a round of combat, etc.
Thank you DakkaDakka, you've pretty much answered the main question, "Yes, you can BP a walker locked in CC".

I was pointing out exactly why there is no way you can strike back - the Walker does not meet any criteria to be allowed to strike.
