I'm looking to start an Imperium army, but I can't decide which.
All I know is that I've ruled out Space Marines.
Really, it's between IG or waiting until April to get Grey Knights/Inquisition.
I love the IG fluff, but I don't think I'm quite good enough at painting to do such a massive force, plus I suck at painting humans.
I love grey knights too, but I don't want to wait until April to find out their codex is bad.

Bad was the wrong word. Not to my tastes. Like, it's called Codex: Grey Knights, which leads me to belive there won't be as many Inquisition units, which I wouldn't enjoy, I'd love an Inquisition army.

GK armies largely consist of power armoured models, so I'm interested to know why you aren't interested in starting SM.
Have you considered WH? You can use a few IG/SM models, have access to loads of more unusual minitures, and have a codex which won't be completely reworked by April.
Problem is, WHs are not seen as a highly competitive army, if that is a concern for you.

Standard SM armies are just boring to me. Everyone and their dog has one. The reason I discounted WH isn't due to competitiveness (I really don't care about that) but rather bloody metal models. I abhor working with metal models.

If you don't want to paint faces/skin just use a range with no faces (Steel Legion, Death Korps of Krieg, etc) or buy new heads like from Pig Iron Productions, and paint all the hands black as though they wore gloves.
IG are really fun and you can always continually expand your force in huge numbers of ways, far more than just about any other army, with far more modeling opportunities as well.

My issue with IG (other than the painting one) is one of logistics. It's either masses of models, or a good few big ones, while WH and GK are very low model counts.

IG aren't that hard. Just paint skin parts with Elf Skin and wash it. The rest would be just like painting anything else.

But with the fact of just how many I'd need to paint...Eesh. They're still my front-runners though. Plus, I don't do tournaments, so if I wanted to play an Inquisitor or something, we could just house-rule it. But I do really like the other 2... Just need to devise a transport method for all those models...

You needn't paint a huge number of models. My 1750pt IG army didn't have many more infantry than my 1750pt CSM army, though it did have many more tanks, but tanks are easy.
You could do something like
HQ: CCS
Troops:
5x Vets w/ Chimera
FA: Hellhounds/Vendettas/etc
HS: Manticores/ LRBT's/etc.
That should fit into 1750pts easy, and very easily expandable to 2000pts, and you only need to paint like 55 infantry, maybe 10 more at 2000pts? No more than many MEQ armies. Now you'll probably have double the amount of armor, but as I said before, tanks are easy and relatively quick. I found I can do 2 tanks and 10 infantry in the space of an afternoon and an evening, with the infantry coming out like this and the tanks looking like this at that speed.
