I've mostly been a marine player and I certainly play against a lot of marine armies. I figured starting an eldar army would at least make things more interesting at my shop and I expect a degree of success. Here is a list I've come up with to take all comers.

Elites
6x Harlequins w/ Troupe Master(power weapon) and Shadow Seer
2x Fusion Pistol and 5x Kisses

10x Howling Banshees w/ Exarch(Executioner/Acrobat/Warshout)
Wave Serpent w/ TLScL and SC

Troops
10 Dire Avenger w/ Exarch(2x Shuriken Cats/Bladestorm)
Wave Serpent w TLBL and SC

10x Guardians w/ BL

10x Guardians w/ BL

10x Guardians /BL

Heavy Support

3x War Walker w/ 2x ScL

The Idea here is to put Eldrad with the quins to keep him from being shot up. Then Transfer him to the Dire Avengers when it comes time to counter charge.
The rest of the Tactics are pretty simple. Keep Gaurdians close to the avatar and move towards the enemy or objectives as a whole. Fortune the avatar all game and guide and fortune the Warwalkers as they should be getting cover from the WL's and Avatar. Ofc that's the best case scenario and I imagine I'm going to lose keep pieces early in some games which will make things more difficult.

I'm open to suggestions on Tactics and Units if you think you have a better idea on how to make a list like this work.

Personally I'm not a fan of Guardians, they never work for me and the BLs on them are waste of points for a not a very good shot. I'd prefer another Avenger squad in a serpent. but ymmv.

I think you could switch the banshees for a small fire dragon unit, and use the spare points to expand the harlequin squad. I see plenty of combat power but not really enough ability to reach out and touch someone in this list. Also, I found that using assault units in wave serpents is rather frustrating. banshees are fleet, which helps, but you can't move to assault that far without relying on a single fleet roll.
