The Morothian system lies at the northwestern edge of the Segmentum Obscurus, making it prone to attacks from both Chaos forces and the forces of Craftworld Ulthwé. The system is sparsely populated, with each planet's population barely reaching the millions. Given the lack of possible recruits, and it's proximity to the Eye of Terror, the local Imperial Guard regiments are well-equipped and well-trained. Due to it's position relative to the Eye, contact from other Imperium worlds is sparse, so the system operates under more autonomy than a regular system. The main planet is Morothia VI, the most populated hive world in the system, and the source of more than 70% of the recruits. The planet itself is the furthest from the system's star, meaning that a year on Morothia VI is roughly equivalent to a century in Terran years.

Maybe make the system as a whole reach the billions but most of that is focused on the 1 Hive world and all the other worlds are very sparsely populated.

If the system doesn't have much contact with other Imperial sytems, and doesn't have that large an army, why do they have a relatively high level of technology? Training's fine, but are their any forge worlds or mechnaicum research bases in the area to actually power the armies? I've been creating fluff for a good while similar to this- ie right on the edge of Imperial space (southern Segmentum Obscurus) , (apparently) rare contact with the Imperium, autonomy-which leads to civil war- etc. In my case the reason for the tech, which isn't the most advance, is that its M33, the mechanicum, nor the Imperial cult have much of a presence in the system, and the need to power the civil war, thus humanity finds a way. This may well not work for you-my fluff does end up with the Imperium eventually showing up and going all 1984 on the system. So ah, back on topic, if your system is under constant threat of attack, then are the people in a sub permament state of martial law to prepare for this? Is the constant working of the production lines to fuel the armies to oppose this threat the reason for the tech- perhaps the Mechanicum set up high tech giant production machines millenia before which are still in use? If it takes years for the world to around the sun, then would that mean that the older generations may have different skin pigments than the younger ones? Uh, yeah... it sounds alright, but how all that's going to affect your army is the question? ^^
