I'm getting a bud of mine into 40k and he had a question about the force org chart I couldn't answer.

The way it's laid out it seems that either;

You get your 3 elites but only after you take a 2nd HQ

OR

You get 3 elites per HQ

Can someone tell me why they laid it out like that? With the Elites boxes to the side of the HQ instead of beneath?

all I've read into the chart is that you must take an HQ and 2 troop units, but after that you get the number of units per number of boxes for each type of unit.

Take one HQ and two troop; these are mandatory chooses you must take them. Then take 0-3 elites, 0-3 fast attack, 0-4 troop, 0-3 heavy and 0-1 HQ in addition; these are all optional. If you play planet strike there is a different FOC and different mandatory unit and you may also take different amounts of optional units.

Once you have taken 1HQ and 2 Troops, you are free to spend you points up to 3 elites, FA and Heavy.

You do not need to take a second HQ in order to unlock elites (or anything else in the FOC, for that matter)

There's no reason for them being off to the side - someone just thought that it looked good.

Along these lines, and from a fluff perspective, Elites tend to be on an even level with HQ, as far as power / effectiveness while the rest of the army would operate under the HQ's direction.
