I am starting to build a RB spam list but not real sure how many I will need. What I am thinking about is running 6 troop sections all with Las/Plas BRs and 3 units of long fangs with all with TL Lascannon RBs and 2 LL runic priests as the base of my army. Should I go for another 3 RBs with some wolf guard or is 9 enough?

9 should be more than enough, especially if you change your las/plas backs to T-L Ass-cans, that way you do more damage to troops and armor.
I run 3 t-L las, and 3 t-L Ass-cans with a Dakka pred lets me fight any meta.

It's not very intuitive, but a TL AC is better than a LC vs armor, save vs. targets that don't allow for rending (Monolith) Its even better than a TL LC.
You still need some LC to take care of long range targets, so don't bank totally on AC.

I'd use all lasplas, firing asscans at land raiders is horribly inefficient, and anyways your meltasquads should have intercepted it.
Sure, asscans add torrent fire, but you already have 6 flamers+15 frag templates, do you really need more?
Lasplas help out a lot against super units like THSS and the like, which are a pain in the ass to try and torrent down. Plus they give you more punch at long range, so you arent completely outclassed by armies that can just sit at ~48" and blast you away.
9 'backs is ok, you could squeeze in a tenth, but I'd rather pick up more supporting elements.
My 1750 swolf razorspam has 8 lasplas, 3 grey hunter squads w/ flamer, long fangs w/ 4ML x3, 2 3man WG squads w/ 3x combi melta, and 2 thunderlords w/ PF to provide counter assault and general lol trolling ability, plus another way to kill land raiders/monoliths.

Does not Las/Plas count as 2 seperate weapons? Does that mean that the razorback has to stay still to fire both?
I know the BA one is 'fast' but are the others?

I am really looking for a list with a Mech IG feel before I drop 600+ just getting the base of the army together and then find out that its not my style. At the moment I have 3 rhinos (easy to upgrade) and 3 RBs and plan on borrowing the last 3 from a friend.
Playing at 2k points should I max out the army with 12 RBs or picks up some more support elements? LOL also what units should I use to support the RBs (other than long fangs)?

2 seperate weapons. BA is the only fast one I know of.
I would just go with las/ plas on all of them.

Search razorspam on army lists index, there should be plenty of threads razorspamming SW's worth 2000 points, putting 12 RB's (3 elites, 6 troops and 3 HS) for 75 apiece, with any one of these 3 weapon options: assault cannon, twin-linked lascannon and infamous las/plas combo, a steal in my opinion, but there it is.
(I selected las/plas for elites, AC for troops and TL LC for HS, for starters, but any combination is available)

Yeah, 9-12 razorbacks for a true spam list at 2000 points.
In my experience, las/plasma on the turret and flamer on the squad inside is the best combination for your troop sections. You fire the lascannons only for the first couple of turns while things are far away, then when you close or run for objectives you can fire the plasma instead. Tank shock + flamer is the best thing in the game (besides immolators) for killing hordes.
Assault cannons look good on paper, but the first time you meet a genuine mech Eldar army, you'll regret not having the lascannons. Wave serpents outrange you, and if you do manage to catch them the most you can hope for is a glance--and you have to get lucky for that.
Also the 24" range of assault cannons puts you in melta range if you don't manage to kill the transport you're shooting at. And with las/plas you'll have an easier time putting the hurt on 3+ save big bugs, things with FNP, and terminators.

True, but I think assault cannons were there for MC/horde/elite infantry managing purposes, eitherway I'm not SW player, ask one for a serious opinions on the matter...

I prefer the las plas because I prefer having the range of the lascannon. Having a TL plasma gun is good for people who dare to bring their units too close (or allow me to close), or so my razors still have weapons after a weapon destroyed result.
As for how many you should run in a SW list, 6-9 is plenty at the 1500-2000 level.

For space wolves, run lasplas, every time. No exceptions. Really.
You dont have the speed to fully utilise the TLAC, meaning you will usually be shooting at front armor on transports, or be out of range (6" move+24" range= 30" effective range, not outstanding). BA can use them in specific builds, but I would never use them with swolves, you have far superior/cheaper anti-infantry (which is the only thing the TLAC really brings to a swolf army) at your disposal already. Plus a lasplas can take a weapon destroyed result and not become a useless box.
