I started warhammer 40k about 5 years ago with black templars but because of them being overshadowed by the new space marine codex i lost hope and started a tyranid army which i have completed to the extent i want it to be.
But space marines hold a place in my heart, their flexibility, armor and badass ness draws me to them though im not a fan of all the scrolls and such. I prefer making soldiers looking like spec ops etc.
But back to the point.
I had a idea of a scout army with a background in rapid insertion (Oh matron how rude) so i want the basis to be around storms, snipers and heavy bolters. Of course i will have a sergeant telion but the parts im wondering about are:
What could i do for anti tank back up? Devastators seem a good choice but how will i convert them? (i want the crew and all soldiers to be scouts)
Can i create dual army in which its two combined forces? Eg. Imperial guard navy (valkyrie and vets) Or Blood angels (thunder hawk, baal predators, fast vehicles)? Is that within the rules?
What would i use as a commander? Converted scout with some extra armor to count as artificer?
I've decided the idea for my troops and how them will look, Pig iron Helms (ill post a link to the specific ones later) with lots more pouches and extra things on the bolters to look like scopes etc.

Well, eventually you'll just have to take some vehciles. Rhinos/Razorbacks, LRs, Vinids, Preds. You need them just as much as the infantry.
You can just take scouts, and glue on the special weapons.
And no, your entire army must be in the same codex.

Scouts with snipers with ML/HB
CC scouts in storms
Maybe a unit of scout bikers.
Theres part 1, the light spec ops force, sent in to deal with sabotage raids and general behind the lines mayhem.
As for part 2, you can half the rest of the army that turns up when the scouts meet heavy resistance!
Sterguard in pods
marines in pods
termies teleporting
vanguard
If thats not to your liking you could simply be scout heavy and throw in some preds with scout models sitting in the turret.
For your HQ you can take a scout and fill in some of the cloth like armour with more solid looking armour and a stormshield/fist combo or similar.
Theres alot of things you can do, making a sout list effective tho might be kinda hard.

I would say use regular scouts with HB (2+ poison blast is good), tellions squad with ML (so he can use his ability to boost the ML BS if needed) and scout bikers with grenade launchers. Add in some beacons (don't go overboard, they aren't that cheap) The beacons to guide in a drop pod force of shooting termies, dreds, and land speeder storms (with CC scouts) The problem is their is a bit of pressure on your elites. So take a master of the forge, move the dreds to HS. SM Recon: 1750: MoF: conversion beamer 5 termies, cyclone ML 5 termies, cyclone ML 5 scouts, sniper riffles tellion, ML 5 scouts, bolters, heavy bolter, teleport beacon 5 scouts, CCW/BP, power sword sarge 5 scouts, CCW/BP, power sword sarge Land speeder storm, MM Land speeder storm, MM 5 scout bikers, 3x grenade launchers, beacon Dred, MM HF, drop pod Dred, MM HF, drop pod Dred, MM HF, drop pod, beacon 3 beacons, one on a infiltrating unit, one on a infiltrating unit with scouts, and one on a drop pod that will come down pretty close to where you want it first turn. Those beacons bring in drop pods (the DP beacon doesn't work first turn, but the other two can guide, probably the bikers beacon) 2 termie units that have 2 ML shots and storm bolters + PFs (5 mans squads since you can't combat squad them in reserve) and 2 land speeder storms which have CC scouts in them (storm can out flank if it wants to) Why the conversion beamer? Well the MoF is kinda useless other than bolstered terrain and HS dreads, but the conversion beamer is a nasty back corner surprise quite often. No cammo cloaks? Well due to the FAQ IRRC tellion provides stealth to his unit, and the other shooting unit can hang out in bolstered terrain. Grenade launchers on the bikes are pretty nice, S6 shooting on a unit that can probably get side shots pretty easy (turbo boosting scout moves). The dreads are for tank hunting and CC prowess.

I would say since you could use storms as transports have land speeder typhoons to pop enemy light transports. 2 storms and a squad of 3 typhoons? The army would look very nice.

Spec Ops forces usually have dedicated close air support to back them up. Entire planes are often dedicated to supporting special operations (I'm looking at you AC-130 Spectre). I could see land speeder typhoons to be like heavily armed airplanes. Typhoon launcher with a MM? Blast templates for hordes, and you could zip in for a Melta blast for tanks.

Thanks guys :') I like the idea of sternguards but after i get 1000 points, Just wondering on this rough idea and i havent done the math.
Master of the forge (probs make it out of a dread and other bits)
3 storms with cc scouts
2 sniper scouts with MS (one with serg telion)
2 predators with LC sponsons and LC turret

I would forgo the lascannon turret on the pred. It is too expensive for what you get. The AC/LC pred is awesome, because it is fairly points efficient and can take down a wide variety of stuff.
