1. Am I totally wrongheaded in thinking that GW should have included two troop choices for the high elves in IoB? I don't mind three specials to start building my army, of course, but it seems like a totally bizarre move on their part to get new players started on the hobby with nothing even approaching a legal list.
2. Since I'm unlikely to move any of the Fantasy minis that I have listed in the Swap Shop, I might just scrap plans for a lizardman army and revisit the Greenskins. Out of curiousity, is a purely night goblin force even remotely viable? I love the little guys, but for some reason the orcs just bore me to tears.

For the goblins question. Yes a goblin force is viable. It's on my future to do list. Check the army list section there's quite a few good ones listed. The main things though you can focus on as strengths for gobo armies are..
Cheap infantry
Warmachines (especially doom divers/lobbers)
Cheap heros - A cheap level 4 for magic defence and supplementing your force. Plus some greatweapon/magic item armed heros in every infantry block to supplement their damage potential.
Fanatics. a few of these in your force can be extremely useful
Comedy. One of the funniest forces I've played against. In my view right up there with skaven for fun.
Spiders/wolves. Spiders are great for attacking through terrain. Wolves/chariots are cheap shock units.
So to recap. Whilst they aren't going to be one of the most competitive forces they have bags of character. Which I feel is essential for a good warhammer army. Plus you can decrease chances of your force panicking off the table with a BSB in the centre of your lines to help give them every chance they can get ( They need it. Leadership is a goblin armies biggest problem. )
Also keep an eye out for their new book coming hopefully this year.

I had a couple of blocks of night goblins already, and a unit of wolf riders. But last night I saw my first glimpse of the warboss on a spider and the spider infantry. *drool* I'm glad to hear they can be competitive, but after seeing those units it really wouldn't have mattered. I was hooked again.
I'll have to see if the army book I have is in the "current" one. Otherwise I'll just focus on making robes for my wolf riders until the new book comes out.
2000 points of Tomb Kings, I suppose I'll need to build about 2000 points of high elves to justify the IoB miniatures. So I guess I'll play it sane for once and stick to a smaller comedy / flavor force of 1000-1500 points of gobbos.
