Anti-tank: 6 lascannons, 2 multimeltas, 2 vindies, 4 meltaguns.
Tactics
The lascannon squads stay back with the librarian to hold home objectives and provide ranged anti-vehicle. The melta/flamer squads go mess with their plans. Sometimes these squads will remain 10-man. The plasma squads stay as 10 man firebases, advancing to the most advantageous firing position or capturing/holding an objective. The vindies provide support, either to advancing or defending elements, but are played conservatively so as not to lose them early. Land speeders deepstrike seperately, hunting armour and hidden threats. Whirlwind for horde and hidden threats. Transports can be used to transport, or block LoS, or block lanes that would be used by enemy assault units.

You don't need 60 tacticals. Why not convert some of those to sternguard?
MM speeders are best in vulcan armies. In vanilla they are not a gamble I like to take.
Null zone is the power for you Libby. It's very powerful.

Tx for the comments. Would you suggest using points from the speeders to upgrade to some sternguard? Do you think the melta capability should be replaced?
The one thing about null zone is that against some armies it won't do much.

I would also, invest in some sterngaurd because of their versatility. Drop pod sternguards w/ combi-weapons is pretty nasty and they do fair a pretty good resistance in CC w/ 2 attacks base. They do get heavy in point cost though, so be careful.
Whirlwinds, I find don't do much for me, I don't like using them but that's just me.
When I play vanilla, I like to run 4 plasma guns on a command squad just for fun, and surprisingly, it does do very well. Apothecary usually takes care of the "gets hot"
If your set on taking multi-meltas, might I suggest attack bikes instead? 10 points less 2 wounds. I think its a little better then 10 armor all around.

Drop 3 tac squadrons and whirlwind and take 20 sternguards with combi weapons in DPs, if you still will have 175 pts left lake pedro with them, sterns became scoring too so you will still have many scoring units, if you want take speeders, take typhoons.

I love to see SM armies that aren't just comprised of two Tactical squads and then maxed out with Terminators or other elite troops. Whilst I don't know how inherently competitive the list will be, it'll definitely look cool on the table. I may suggest dropping one Tactical squad for something else though, as simply painting that many identi-kit Marines will be an exercise in patience and commitment.

Generally, they will be combat squads, with the lascannon teams staying back while the meltaguns/flamer go up in the razorbacks. The plasma squads generally stay as a 10-man.
