Yes.
1. Check your weather report for the local humidity. Anything above 50% = no go.
2. Temperature should be above 65 degrees. It's more sensitive to temp than spraypaint.
3. To fix the cloudy problem use the above advice and acquire a glossy varnish. The stronger gloss solvent will disintergrate the matt varnish and you can put matt over the gloss later on and retain the matt finish.
When spraying the gloss on to the clouded models do the following:
Spray each model individually and heavily. Don't drown it but make it a heavy coat. Wait until it is 50% dry then apply the gloss again and repeat until there is no improvement. I saved 25 skinks this way.

@Orinoco: How can one varnish in areas where the humidity doesn't drop below 60%? (Such as wet, coastal regions). Is it sufficient to varnish indoors with good ventilation to an outside source?
I'm trying to avoid the same problem as glacius.

Try brush-on matt varnish.

Yeah or possibly airbrush it if you want speed, though I have never put varnish through my airbrush, always used spray. You might try a gloss varnish as that may be more resilient but experiment, experiment, experiment.

Ah, I never thought of brush-on varnish... nice idea, especially for when the weather's just not cooperating.

I mattsprayed my Necrons and they instantly went darker in shade, which was 'nice'. I think its to do with individual cans as previous matt sprays worked fine. I now have multi-shaded Necrons! I did encounter the problem Glacius mentioned using brush on matt varnish from another company. It didn't dry entirely clear, leaving an obvious plastic glint. Now I use artists matt and gloss varnish (Dayler Rowney/Cryla). The gloss gives a very good coating/ protection, the matt can be fiddly as the varnish tends to be like a sludge at the bottom of the bottle; you really have to mix and mix and mix to avoid getting glossy streaks in the matt finish but its worth it.

Well I know have
krylon UV-Resistant Clear gloss
krylon UV-Resistant Clear matte
Armypainter Anti shine
Steps that ended in cloundy white looking model
Sprayed gloss waited about half hour-> sprayed army painter matte= cloudy model
attempts to fix
sprayed gloss and cloudy went away so sprayed with krylon UV-Resistant Clear matte but now I think I have little varnish bubbles i touched one with a dental pic and it cracked open.
Having so much trouble with sealing my minis.
Maybe I should just do paint on vallejo varnish.

Dude, varnish takes a long time to cure, give it at least a day.

When mixing matt varnish it helps to warm up the pot in hot water. The matting agent needs to dissolve thoroughly.
