I'm wonder how people get that yellowish weathering effect for Bone colours, such as a Eldar weapon or hull.
What technique and colors should I use? GW doesn't have a yellow wash so should I drybrush or use washes?
Lastly, I actually do have the full set of "weathering powders" from Forge World but I haven't opened them and have no idea how to use them. Anyone care to help me out?

I think they normally paint it bleach bone with some skull white high lights followed by a dark wash. I would check GW 's site for articles about dipping, it will most likely talk about painting skeletons but that should be right up you alley. Also I do believe forgeworld has a article as well for using the weathering powders.

closest wash to yellow I know. (actually, I think this one is yellow.)
Although I dont know much about using powders, on top of bleached bone, ogryn flesh may work nicely.

Highlight it. Bones get bleached a chalky, flat, white color when left to the elements. A little drybrush with white will turn bone into dry bone.

When I paint bone I lay down a coat of bleached bone the wash it with devlin mud. When its dry I put a thin white highlight on the tips or spikes however the bones I paint are usually spiky, not like the eldar bone that is.

Bleached Bone or Dheneb Stone is a good base. Then a wash of Devlan Mud. The thicker the wash, the darker it will be.
The yellowish bone look you could try a Tausept Ochre base, or a Gryphonne Sepia wash.

I don't think you are talking about weathering, i think you mean shading, i would suggest giving 'gryphonne sepia' a shot or 'devlan mud' if you want a darker tone. These colours are washes so will 'naturally' shade by flowing into recesses. If you do indeed wish to weather bone i would suggest a white drybrush as aged or exposed bone would likely be covered in micro abrasians from salt or particulate attack. Your weathering powders are best used for 'imperial' structures made of concrete or metal.

I like to use ink.
Windsor and Newton peat brown is good over white or a darker color.

Bleached bone and a heavy wash of Delvan mud looks great on my old bones for space wolves. Maybe find a highlight of white in few areas?
