I have to order PVA Glue to get it because it's not available on this island, but for scenery and stuff, can I substitute Elmer's instead?

PVA is the term commonly used in Britain for the same standard white glue very commonly known by the brand name Elmer's in the US.

The only "premium" PVA glue in my experience is Aleen's Tacky Glue, which works better than Elmer's as has much stronger bonds. It is by no means expensive, a huge bottle of it is like $3-4 at Wal Mart or Michaels.
GW is just relabled Elmers with a jacked up price.
That being said, I only use Aleen's for scenery these days, or when building hirst arts buildings. I use Elmers for basing as it works just fine, and if I decide to rebase, it comes up without ruining the base.

PVA is the chemical name (poly vinyl acetate If I rememberl correctly) just normal white glue

If you use a lot hit up a craft store and get a bottle of "tacky glue" or craft glue. Its all the same stuff, cheaper than the name brands, and available in giant bottles.

Shopping tip: you can buy PVA/White Glue en masse. Yes, even cheaper the Elmer's. Look for white glue in your hardware store: they should be packed in big-ass plastic bottles.
Really, with white glue / PVA glue, there is hardly any difference in quality. If there is a difference at all.

Not only are there 10 different kinds of Elmer's, the Elmer's glue people mean when they say PVA is really PVA + a bunch of other stuff, which is true for most PVA glues, but a lot more diluted than many other PVA 'craft' or 'wood' glues.

If you do get Elmer's, DO NOT get the "school glue" type. It's a weaker version of their regular glue.
