Meh...A normal C:
SM Captain with a relic blade is better
IMHO. Try Khan out and see how it goes though as you have your heart set on outflanking. When your done playing with that try out the C:
SM captain with relic blade. Hes 40 points cheaper and still a beast in assault.

Don't give sergeants power swords. They don't have an extra
CCW, so only get 2 attacks with them. If your going to beef them give them a
PF.
Always throw an attack bike on each squad. Even the
HB is 15 points for an ablative wound.
Make your squads smaller. 8 models is a huge footprint on the board. You wont be able to bring all your bolters to bear. Smaller squads mean more special weapons -- which are your real threat.

Stick these in your troop squads.

Split these into 3 separate units. Sure, you give up more
KP, but you also wont lose all 3 in 1 round of shooting from a rifleman dread. When I see 3 speeders squadded, I make them my #1 target for the dual
TL AC, and watch speeders fall like flies. If you split them up, its much harder, as I have to target a different one each round.

Locator beacon, SM grenade launcher (I had 10 pts spare)
What do these really buy you?
Bike armies have problems with anti-transport. (3 war walkers with 2
SL + Guide will also fudge your day) 3 Typhoons will help to resolve those issues.
The best thing you can do is try some games out. Proxy some models and playtest some to see how it works out.

That being said, I'd reduce the amount in each bike squad down to 5 models total (Attack Bike included). Give the squad either 2 Meltaguns or 2 Flamers, with a Sgt that has a corresponding Combi-weapon. Give the Attack Bikes Multimeltas as well.
+1 to this. Smaller squads allow you to bring more
MG/
PG/Flamer which is what does the heavy lifting with bike armies.
As a side note, I find that 6 works better for me in my squads. That one extra bullet catcher gives me 1 more model to lose before I need to start making saves on my special weapons. There are many ways to do it in this case.
