White is very tricky to pull off, is it going to be an armywide thing, or just a character?
If if was armywide I go for a dheneb stone (I cant remeber how to spell it) base coat on the fur, black wash, then skullwhite and dheneb stone 1:1 and then a skull white basecoat. I remeber my friend did it a while ago, and I think thats what he used but I may be wrong

Most Skaven models have a decent bit of scrap cloth and armor on them, but the fur that shows looks like it has enough texture to take a drybrushing well. I think the trickiest part will be when the fur thins out and flesh begins. You'll want to keep the skin pale, but give it a distinctly fleshy tone, as opposed to the fur.
I think the black wash might be a little too extreme for the fur, so I might basecoat in a medium gray, moving to a heavy drybrush of a very light gray (say, Astronomicon Gray), then a lighter drybrush or two of pure Skull White. To differentiate between flesh and fur, use cool grays for the fur (Adeptus Battlegray/Fortress base, Astronomicon for the first highlight) and warmer, but still pale, colors for the flesh. Say, an Elf Flesh basecoat covered by Bleached Bone worked up through to white. Everything ends up tied together with pure white highlights without looking like the guy was indiscriminately "antiqued" by his college roommates.

Rather than doing a white for the skin, I would use a very pale pink for the fleshy parts.
