I know this should probably be in the campaign section, but it has been in there a week in the top 3 with only 2 replies, one saying it was a good idea, but still no answer to my question, maybe you guys can help on this slightly more active General Discussion section.

The basic idea (after reading it online) is the horus heresy. Probably about 10-20 people from our FLGS and local clubs will come along, each with a space marine or chaos space marine army, using C:CSM or C:SM, of about 1000-1500p. One person will represent horus, and one the emporer. Horus and the emporer have thier own armies too, but overall command the the traitor and loyalist forces, able to assign people to missions in order to gain campaign points to determine who wins at the end. Any of the players can defect, but the probelm I have run into is how can the emporer or horus entice people to join them, nothing I have thought of so far really works, and its a key point of the campaign really. One idea I have come up with is that you have to replace casualties, and that Horus and the Emporer have to capture certain points to ensure a steady flow of reinforcements to replace losses, but I still havent really come up with anything that would encourage people to defect be like the proper heresy (people can change sides several times)

I'll bite, as I don't even bother looking at that section. Are you doing a map based campaign? If not then it could be a good idea, a quick suggestion is have a look at the Mighty Empires stuff (or whatever the 40K equiv is) and use the benefits of holding the relevant tiles to be used as bribes.

You could also use a set of cards (preferably different for both sides) that Horus/Emperor could use bribes in secret envelopes, maybe using a limited number per round. With a declaration to the GM by each player of his standing and bonus for it, then the GM could issue out games to be played plus missions and maybe secret objectives?
