Under the guardians segment of the slaans rules it states he may still cast magic missiles while in combat as long as he's not base to base. My question is whether or not the slaan can direct the missiles at the unit he is in combat with. Also, can he still channel through a priest in this situation? Seems like he would still be able to.

Although the Slann may still cast, the casting restrictions of the spell types still apply. For each spell you would need to follow the permissions given according to the BRB.

Nothing would stop him from being able to use the Vassal rule (channeling was changed to vassal in the FAQ) either, as you have pointed out.

2,500 - Discipline. Duty. Unyielding Will.
2,000 - He alone has the Emperor's soul in his blood.
2,500 - Order. Unity. Obedience.

As above. Being able to cast "nromally" means just tha t- you can still cast, just have to obey all normal restrictions on doing so.
