So I'm starting my own Guard Penal Legion, and I got a tiny bit confused.

Are Platoons mandatory, or can you choose to take them? I ask because I play 500pts doubles games often and if they are mandatory, I won't be able to field troops with the wargear i want.

No, they are not mandatory. YOu can fill your troops choices with platoons, or vets, or penal legionnaires.
