It says he can use up to 2 powers per turn. Firing 2 weapons is legal if in terminator armor? Im confused since he isnt relentless or monstrous

Are all available powers shooting attacks?

An Epistolary can use two powers in the same player turn, but still can't shoot twice in the same turn, and thus can't use two different psychic powers which are both Psychic Shooting Attacks in the same turn.

It talks about psychic shooting attacks on page 50 of the rule book. Only one psychic shooting attack per turn (even if they are allowed to use two powers), unless the model is allowed to fire two weapons a turn where two psychic shooting attacks are allowed (a power per weapon allowed) but it cannot be the same power twice.

There is no such blanket rule.

CYCLONE armed terminators are allowed to fire it in addition to their storm bolter. If they had a storm bolter and any other weapon, they would be allowed to fire the storm bolter ALONE.

Is the Epistolary a monstrous creature (MC)? MCs are allowed to fire two weapons per turn (and can be two psychic shooting attacks if it is a psyker as well).

The epistolary is NOT a MC and has no other rules that allow him to break the "one weapon or PSA" rule.

So dreadnought librarians can use 2 psychic shooting attacks?

No dreadnought librarians cannot use 2 PSA, as they don't have the option to take the epistolary upgrade. Without having that upgrade they are only able to use one psychic shooting attack, but that one power is in addition to all the weapons the dreadnought can fire.

That last part is wrong. The rules for psychic shooting attacks say that they replace one of the model's normal shooting attacks...so the Dreadnought has to give up firing one of his weapons to use a psychic shooting attack.
