So if you have a farseer in your amry you can have a unit of warlocks, but does the farseer have to stay with the warlocks or can he join other units?

The option to buy a warlock unit is "unlocked" by the Farseer, just as a marine captain lets you have a Command Squad. Neither of them is required to join the squad they let you have - it would be stated in the codex if it was so.

also as a side note they count as seperate units when determining victory points

So who uses victory points these days?

Yes. It's a separate HQ choice, not a retinue. You need the Farseer to buy that unit, but he is not required to join with them (nor they him).

As a separate unit, it is also a KP.

Also, as it is a separate unit, it counts as a separate unit for DoW deployment. So, you can't start with both the Farseer and the Warlocks on the board.
